The ‘paper trail’ proves only one thing: attendance. It confirms a person sat in a classroom or completed a module. It tells us nothing about their ability to perform that skill in a real-world, high-stress scenario—when the alarms are real, the pressure is on, and a crisis is unfolding.

The real question we must ask is not “Is this operator certified?” but “Is this operator ready?”
